In what order should I watch the hack series?

Note that you can watch .hack//DUSK all by itself without too much trouble... you'll miss some of the references, but it should be fine in regards to the overall plot. Normally I'd say to watch SIGN first, but they're such completely different shows that it's almost hard for me to imagine people being fans of both.
Although I did think both were enjoyable, in their own way (at least SIGN was enjoyable after episode 14 =p). I also haven't seem LIMINALITY, but I was told that episodes 3 and 4 (out of 4 episodes total) won't make sense to you unless you've played the video games.

Actully that's just about the opposite - epsides 1 and 2 don't really make any sence, ep 3 makes some sence, as it's a sort of explanation episode for some things that occured chronologically before .hack//SIGN and explain a lot about the weird characters in the end of that anime, and ep4 was a pretty straightforward conclusion - tying up a lot of plotholes nicely. Overall it's very helpful to have played the games, but not really mandatory. LIMINALITY as a standalone anime will make more sence the SIGN as a standalone even without playing the games

wha? no. just because there's some explanations in liminality doesnt mean you NEED to watch 'em. and it's really pointless to watch liminality without playing the games anyway. the games which i might add are boring as hell.(they are really, REALLY repetitive). there's a lot of shows that go without details to the backstory that turn out perfectly fine.
dusk on the other hand was crap. if anything it was more of an omake set in the .hack "universe" than anything else. it's a completely different kind of show than sign and liminality focused more on some slapstick comedy, a weird almost incest like relationship, cameos of characters, etc etc. |

question, maybe out of topic, but ep 28 of .hack//sign came out very recently and i've only seen it available as raw. so i was wondering if anyone has subbed it or will sub it eventually, with all that bandai fiasco (not sure if its the right word), and not knowing japanese is it ok to watch it as raw?

in japan the .hack tv series was 26 eps afterwards they made something called .hack//GIFT which contained eps 27 (Mimiru background side story) and 28 (explained above) bandai has both of these eps and the vol 6 of there release will be 2 disc to contain all the eps.
