Berserk has tactics, though it is not modern warfare.
Possibly The Heroic Legend Of Arslan and that isn't modern warfare again either. And for modern warfare, possibly either series of Ghost In The Shell: Stand Alone Complex. |

Ghost in the Shell? That's Sci-Fi, though. This guy wants an anime version of Saving Private Ryan or some such. And no, not that I can think of.
And if people come up with good recs for this, it would make an excellent quick list.

The question too is, are you looking for a war anime that's realistic (everyone's about the same which is rare) or Gundam-esque (one super strong machine/warrior, of which there are millions in anime).

Not sure if this is quite what you're looking for, but 'The Cockpit' is meant to be quite good and deals with WW2 - can't think of any modern day military/combat anime's.

Gundam 08th MS Team is something you might be looking for. Yeah, it's mech, but the fighting is guerrila based tactics, etc. Jinroh might be one you like to watch.

vandread, gundam <- mecha "strategy" well actually there are no generes like this, because the most common thing is and was the character developement and their mental states under unordinary circumstances. It will be very hard to find an amine with strategy/tactis threated as major...its the character ...always...and its fine like this :D Full Metal Panic is the best match for your specifications if you cut the comedy/romance parts :P
