Requesting and being granted seems to me being better. That way it can be easier controlled that no copycat groups pop up (-> "5 groups on evangelion") and that no group gets formed which would violate the site rules in one or other way (eg racism etc). I think it's easier to deal with it that way (intead of maybe hunting down rule violators...).
