This is unclear -- did you manage to install and configure apache? Can you go to http://localhost/ and see a webpage, or do you get some sort of error?

Which version of apache? The 1.x versions are configured differently than the 2.x versions.

If your apache server is working and serves HTML, what happens when you visit a PHP page? Is it presented in text/plain? Is an error generated?

The dialogs may look a bit different, but much of the actual content is the same. This route lets you install everything separately, which may not be as easy as your second site:

This looks like a WAMP package (Windows; Apache; Mysql; PHP/Perl). Seems a good choice for ease of setup on windows...

As to it not working, that's likely a configuration issue. Can you describe this a bit more -- error logs perhaps?

"Tips" is a bit generic. Do you have any specific questions with regards to apache, mysql, or php/perl?

You should be aware that there are a substantial number of users (myself included) who run Linux on their desktops -- not Windows (or at least dual boot). Virtual machine(s) -- either Linux on Windows or Windows on Linux -- not necessary.

If you're considering this option I recommend looking into Ubuntu and running it off the CD until you're ready to consider dual booting.

This comment is perhaps better phrased:

While the newest/"unstable" release of a package (eg Apache, Mysql, PHP) may provide additional/newer features, it is prudent to run an older/"stable" version (more time for bugs to be found) in a production environment for security considerations.

If you're running your webserver locally and your firewalls are configured to ONLY allow access from localhost or 127.0.0.1 or ::1, then this isn't too much of a problem; however if you permit access from a URL or an IP other than 127.0.0.1 or ::1 then you seriously need to take appropriate measures (eg, firewall rules, proper configuration, et all).
