1) You're right about it being against the standard, however...
2) Yes, it is helpful, because it's a sort of de'facto standard. Strictly compliant browsers don't treat alt attributes as tooltips, but a large number of browsers in current use do. Granted, something that 100% of browsers treat as a tooltip would be more helpful than something which only 60~70% of browsers treat as a tooltip, but that doesn't mean that the 60~70% solution is not helpful at all.


Personally though, I hate that tooltip crap. I do everything I can to disable such "functionality". Browsers really should include some function to allow a user to disable tooltips, they can get very damned annoying. Fortunately, I can use proxomitron to remove alt & title attributes from images & links on most webpages.
