Pretty much half the series I've ever watched did this, I hate it! Why, why??? Here's the worst offenders:
Claymore - OMG, This is the worst I've seen for sure. They throw it in your face that your missing out. Skip Beat! - One of my highest rated anime with this type of ending. Brutally done, but I knew it was coming completely, so the blow was fairly soft. Paradise Kiss - I was just upset with this ending, even though they manage to make it smooth(ish). Air Gear - Not even funny how much they left as loose ends and story they didn't furfill. Really, Not even funny. Loveless - Hah, Hah. Series wasn't that great, but after actually reading some of the manga, it's just brutally bad. (manga is excellent btw, not hating on it, just the series) |

Non-endings almost never bother me, I actually like it if the opening leaves something to the imagination, and I much rather have a good anime conclude at the right point, rather than go on and lower its quality. There are only two titles that come to mind:
Kare Kano - Obviously, they didn't even try to give it an open ending, it just... stopped... right in the middle, hurray for budgets. Claymore - I wasn't really infuriated by its ending, but it could've been done a lot better.

As much as i love these shows, the endings (or lack of) just didn't cut it.

Alien 9 Rurouni Kenshin Blood: The Last Vampire Tenchi Muyo! (the first one) The last 3 have spinoffs or followups I suppose.

Macross Frontier
Magikano Maburaho Tokko Neon Genesis Evangelion ( Did not like the End of, not much resolution in the TV, and the director's cut to the TV did little to make it any better.) Hope the movies do it better with some sort of finalization.
