Were the Koi releases not sourced from DVD? They look pretty good if not, but then I think there are less comparisons to see between TV > DVD than DVD > Blu-ray, unless either were really compressed. & yeah I couldn't be bothered to take two full resolution shots because I already had those lying around, just for reference we'll say then. Obviously the comparison is pretty useless without a true screen from both DVD/BD releases.
Anyway, I don't have a problem with upscales... it's quite obvious most older HD anime is an upscale.
As for voting:

It's pretty much the only anime I wanna see in some sort of HD quality.
