Well I think franchise > universe. That's because taking gundams for example - while every single gundam anime belongs to the franchise, it's not so obvious with the universe. There are several different timelines, some of them doesn't belong with the rest ( Cosmic Era vs Universal Century vs Gregorian calendar makes a good example)Generally I think it would be quite messy with the universe tag, and would probably require creating more than one universe for Gundam alone. Franchise would be less specific, but it would be way less problematic.
