Nope. It doesn't matter where the recs come from. As long as that anime has more recs, it wins.
So a show that has fifty recommendations from one show loses to a show that has 60 recommendations from various different anime.
EDIT: Zakiel - indeed, it's just another way of getting most popular. Thought it might be interesting to use recommendations rather than ratings or number watched. In all honesty, AP needs a top 100. So this might be the most acceptable form. *shrug*
