It's a basic shounen formula.
Sasuke only exists because Kishimoto's editor said that Naruto needed a rival character.
Nami, on the other hand, was thought out before Oda actually started making One Piece.

Doesn't matter if a character's gender is decided by a "formula". What matters is if the author can make it a
good character.
