One thing which might be an "easy" way to achieve this goal would be to add some kind of country/language tag to the VA entries, then add the ability to filter anime based on VA language tags. If a series has english VA actors, then one can safely assume that it's been dubbed into English.

Yes, I touched on that. However, it would almost be a binary between American and Japanese, which wouldn't particularly be fair to anyone looking for languages other than those two. It is exceedingly rare that we people moderators add VA's for Italian, German, Spanish, or whatnot, meaning that for the feature to be more or less complete, a change in policy must be made to encourage the addition of foreign language VA's. If I had to venture a guess, it would be easier to set it as a anime parameter than to write a script that bases it off the Anime's VA's.
Also, whether a series has been completely subbed, or subbed enough for us to generate synopsis, are two different points of information. "Dropped by fansubber" is not a rare phrase to come across. That, and adding a feature pointing out that something has been subbed only opens the door for people to ask for a feature that lists who subbed it, which MAL does.
