This has been brought up/requested before. As I recall, one of the main reasons it was denied was because of the difficulties of getting accurate dates (OVAs are particularly an issue with dates, since they usually have long times between episodes & often don't release on a predictable schedule).
There's a case in point in the anime errors thread right now;
