I am surprised by how many people dislike that guy.
He's just so hilariously blasé about everything happening around him, shrugging off his promotion to commander-in-chief, his near-immediate loss of said promotion, and even his certain death. The amount of amused sarcasm in that man is fantastic!

I think all that hated Kurotowa have only seen the anime, because if you have read the manga you just have to love him. ;)
In the Movie he annoyed me but in the Manga he was great.
