Gomez is one of the coolest antagonists ever created in any media.  And it is not totally clear just how much of an antagonist he really is.  He could be a mix of good and bad, all good, or all bad, but for the time being, he is considered a villain.  That mystery is part of his charm however.  Like a good Darth Vader like character or a good devil type character, he is not all bad even if he is a villain.  This is because he does not always act purely out of evil or selfish motives.  Sometimes he even helps the hero, Birdy.  His actions are not the norm for villains and are therefore harder to judge.  He never gets emotional or excited.  His calm, cool, collective nature is so stone soothing and logical, that he never makes mistakes based on careless, reckless, or emotional reactions.  Not only is he super cool headed, but super smart, and super strong.  His true power is perhaps hard to gauge because his true nature has never been fully revealed.  It is implied that he is probably at least an Ixorian of the modified type, but that is never flatly stated.  He is certain stronger than even Birdy and probably stronger and tougher than anyone to ever appear in the series or manga.  His motivations are somewhat murky as are his true loyalties, but he does appear to at least have a strong airtight bond with Revi that seems to go beyond mere friendship but is not necessarily romantic love either.  His eyes are never shown as far as I know which adds to his mystique.  You can not look at him as any other humanoid character.  The lack of that personal touch, even seeing his eyes, makes him more mystical, superhumanoid, and perhaps even robotic in some sense.  

What he is, is uncertain, but what he is capable of is beyond reproach.  He is able to handle the strongest mutant experiments with relative ease, or any associate that gets out of hand, and even Birdy is no match for him.  Toe to toe, he may relatively be one of the most op characters ever created within their own anime world, or as in the power difference between him and every other character in the Birdy series (manga and anime) and compared to the relative difference seen in other anime/manga stories.  Even his name seems to be a misleading disguise from his true nature.  Whatever he is, he stands out uniquely as one of the best villains or bad guy/good guy mixes ever created.
