Both by the same writer and both have crazy animation/ideas/style/symbolism. 

YKA isn't done yet though, Penguindrum will almost definitely be the better of the two. But YKA is a lot of fun

Same director, similar art style, hidden character depths, really dark plot twists, symbolism and metaphor coming out of it's ears.

they both have the same director and subsequently a similar (bizarre) sense of humor and approach on human psychology.

Same director, series composer, and even the same person who does the music. Both series feel so similar in how they deal with progressing their plot, and even smaller thingsd like how they handle the magical transformation sequences and their vioience. The surreal direction style translates very well from one to the other. If you liked Yurikuma, Penguindrum is an absolute must watch, and if you liked Penguindrum, Yurikuma will be highly enjoyable as well.

Both have environments were humans are up agenst man eating monsters and have a human and one of said monsters fall in love withe eachother thus making a statement on what sociaty can except.

Humans are being devoured by powerful creatures.

Humans build a wall to protect themselves and manage to sustain years of peace.

Powerful creatures infiltrate the wall, thus ending years of peace.

Attack on Titan is much more serious and dramatic while Yuri Kuma is much more silly and filled with yuri.

He so impressed her that she decided to become a prince herself one day. Now, Utena is a teenager at Ohtori Academy who's athletic and notorious for dressing in a boy's uniform. When a member of the Student Council humiliates a friend of hers Utena challenges him to a duel, and he accepts only when he sees she possesses a rose seal ring. She soon discovers that this is no normal duel - it's a bizarre and ritualistic battle that the Student Council regularly conducts. In fact when she wins, Utena finds to her considerable chagrin that she gets to have Anthy Himemiya, a rather docile student, as her 'Rose Bride'. If she wants to keep Anthy she'll have to win more duels against members of the Student Council and others. What is the ultimate purpose of these duels and Anthy's role as the Rose Bride?

Both series are made and directed by Kunihiko Ikuhara. They both contain elements of shoujo-ai/(yuri) and also have some deeper subtext. They are both very weird and different, with a lot of symbolism and crazy stuff happening.

They also both contain strong, fighting female protagonists and things they must fight against.

Once there lived an eccentric author called Drosselmeyer who wrote grand tragedies - one of them was the tale of a prince who sealed away an evil raven by breaking his own heart into tiny pieces. However, before the story could be completed, the author died and the tale took on a life of its own. Now, in a town where fiction and reality meet, the story continues on its tragic course with Ahiru, a duck who transforms into the beautiful Princess Tutu in order to restore the prince's heart. But will Ahiru's act of love be enough to defy the story's terrible destiny and lead to a happy ending?

Princess Tutu is a little easier to follow and more literal than Yurikuma Arashi, but I think the way both of the shows approach love, and the difference between selfish love and selfless love, is very similar. They both also have a lot of references to fairytales and even have their own original fairytales to help expound on the themes of the shows.

However, it should be noted that Yurikuma Arashi is a fairly sexual show--it's about lesbians, and it doesn't pull its punches in that. Princess Tutu is a kids' show, so while it has occasional (undetailed) nudity it's not really about sex. But if you're a Tutu fan and can handle something a little R-rated, I highly recommend Yurikuma. And if you're a Yurikuma fan and want another fairytale-ish show that deals with complex emotions and fairytales, I think you're also going to love Princess Tutu.

Inugami-san to Nekoyama-san

The series follows two high school girls; Yachiyo Inugami, a dog-like girl who loves cats, and Suzu Nekoyama, a cat-like girl who loves dogs, and the strange relationship their respective habits form.

In terms of mood and general feel these series do differ a lot, however there are a few parts in these shows which are similar and are relatively rare. One is the shoujo-ai theme and the anthropomorphic characteristics in both series. While in Inugami-san to Nekoyama-san there are a great number of different animals, Yurikuma Arashi focuses solely on anthromorphic bears.

Some words of caution in terms of general feel and genre: Yurikuma Arashi has some comedic elements, but the main focus of the show is more heavily on creating an atmosphere and shaping a fictional world, while having heavy romance and some more mindscrew going for it. Inugami-san to Nekoyama-san is much more light in this regard and the focus is solely on comedy (with slight ventures into reomance)

Additionally, the art and animation are uncomprable.

These shows have some visual similarities (though Yurikuma is much more eccentic). They both deal with past promises between two girls. They both feature a heavily female cast and deal with a strong bond between women.

Mizore Yoroizuka plays the oboe, and Nozomi Kasaki plays the flute in Kita Uji High School concert band. As seniors, this will be their last competition together, and the selected piece “Liz and the Blue Bird” features a duet for the oboe and flute. “This piece reminds me of us.” Nozomi says cheerfully, enjoying the solo, while Mizore's usual happiness to play with Nozomi is tinged with the dread of their inevitable parting. By all accounts the girls are best friends, but the oboe and flute duet sounds disjointed, as if underscoring a growing distance between them. Talk of college creates a small rift in their relationship, as the story evolves to reveal a shocking and emotional conclusion

 Both use fairytale-like motifs and stories as metaphors for the characters's queerness, and similarly, both containsl characters convinced that they are "unworthy" of the love of the other unless they or both change significantly. Yuri Kuma is a lot more explicit about homophobic discrimination and sexuality, but if you enjoyed one you'll get something out of the other.
