When the level of Labor accidents begin to escalate around Tokyo Bay, police detectives Kusumi and Hata are assigned to investigate. What they discover leads to a series of government cover-ups, conspiracy concerning a new biological weapon entitled WXIII-Wasted Thirteen and a tragic, personal connection to Hata. The only hope to stop this threat is to cooperate with the military and lead WXIII into a showdown with the Labors of Special Vehicle Division 2.

The Labors of Special Vehicle Division 2 have about 5 minutes of screen time in this flick. The stage is stolen by detectives Kusumi and Hata investing the destruction of the Labors on the oceanfront. They uncover a biological weapon in Tokyo Bay along with a government cover-up. This movie has the same general plot/feel as a Godzilla movie but with a bit of detective mystery thrown in. It is a side story to the Patlabor series and takes place in between the frist and second movies. And from not having watched any of the ova's, series or movies before watching this,(i will soon though!) i will go ahead and say that this movie should be considered a stand alone story within the patlabor... read more
