The setting is in both anime really similar, in both there are people that have some special kind of powers.

Also the main character in both of them has to face an strong evil organisation which kind of acts all secretly and sneaky and tries to find ways to create the true superhuman.

Also the two main characters have kind of similar power, that they are able to obtain the powers of their opponents.

Both anime involve people that have one special power of some kind (Gifts or Fragments) which they use to fight. Both are very colorful with great fight scenes and a deservingly-cocky main character. Despite only one power per person, characters in both have a multitude of different ways to use that power that makes it seem like they have more than one, so to beat them opponents have to figure out exactly what that power is. The main character's power in both is also pretty ambiguous giving them insane amounts of power that can do multiple things (more so in Needless though). There's also a bit of ecchi in each but MUCH more in Needless, while Problem Children is more fantasy and magic. Fans of one will probably enjoy the other as they're similar, both very short and very good.
