Tokko might be a stretch, but I think the kind of person who likes Monochrome might like it; that is, if you can handle a crapload of blood. Both are relatively supernatural in nature and in my opinion, both suck. Still, they have a similar mood and feel. Try it on for size.

Reasons you might like Blood+...

Both characters, Saya and Akira, are dragged to fight with monsters to save people. They both have a great story and great twists and a pretty dark mood but also some funny moments. Also in both series they have to fight to stablish a balance beetween two different worlds.

In both anime there is alot of action like they have to fight demons to protect humans,also  there is a lot of  comedy in both of them so if you like monochrome facotor you'd also like Chrono crusade

Naota Nanbada is a boring young boy who leads a boring life in a boring town. His older brother has left for America, and the closest he comes to any excitement is when his deadbeat dad has too much sake. But things change one day when a bizarre girl zooms up to him on a scooter and smacks him in the face with her guitar. What's more, once Naoto returns home he discovers that this strange woman has arrived ahead of him and moved in! Not only does she constantly engage in perverted activities with Naota's father and flirt with the young man himself, but she also claims to be an alien who is searching for the ‘Pirate King.' Now, Naota must learn to live with this new intruder, deal with an odd government agent who sports exceptionally large eyebrows and the mysterious Medical Mechanica, and come to terms with the fact that there are a variety of robots and weapons emerging out of his head - amongst other things. Perhaps boring wasn't so bad after all...

The only real reason I can purpose why Monochrome Factor reminded me so much of FLCL is because of Shirogane advances onto Akira like Haruka's advances on Naoto. Both main character's are dragged into a situation they really didn't want to be apart of but are thanks to these mysterous people that popped up out of no where. Shirogane's little acts of seductions (tiny pranks) he pulls on Akira just to annoy him like Haruka does to Naoto just to get him rilled up. Though the plot to it was a bit confusing and really didn't have a point to it, but I think that if you liked Monochrome Factor you might like FLCL or vice versa.

They've both got something to do with Youkai, even though Monochrome Factor focuses more on the bad Youkai, Both animes are based on Guys, which slowly gain more friends in each episode.
