While Captain Tylor definitely has more humor in it, both have a very similar feel... and a random, wacky bunch thrown together on a less than exciting assignment.
In both series there is the same space futuristic and wacky feel, even though the ICT is nowhere near close to the realism of Planetes in physics-wise. The behavior of the society and it's high ranks as a whole is realistic in both anime (milirary in ICT and Politicians in Planetes). If you liked one you will like the other as well.

They're both relatively light but not brainless action and adventure through space sorts of series. Tylor hooks you into the characters a bit more, but if you had fun watching one, they're similar enough that you'd probably enjoy the other, too.
If adventuring around space is your thing these 2 shows are for you. Granted their plots are pretty different Tylor being military based and Outlaw Star being about mercenaries, but both shows revolve around a crew that will go through great lengths to achieve their goals with some great comedy along the way. Check either title out if you liked the other.
Humanity has stretched its reach into space and has settled onto a number of planets. For the past several hundred years, though, most of man’s territory has been politically and militarily dominated by the Tytania clan. However, their grip of power begins to shake when an admiral from Euria, Fan Hulic, preposterously manages to win a battle against an armada commanded by a Tytanian duke. Now wanted by Tytania, Fan Hulic flees from one planet to another. His travels will lead him to many places and many people, all of whom finally have hope that the hated Tytania can finally be defeated.
Captain Tylor and Fan Hulic are very similar characters. They are chosen to fail, and surprising everyone they succeeded instead. The unexpected success causes both protagonists many troubles. They both appear to be morons, but both seem to have a mind for strategies. The supporting characters also like and follow the main goofs.
Both shows are about 2 men that are seemingly not so smart but get command anyway and kick ass. Tytania is pretty plot heavy at times where Tylor is more lighthearted and comedy based but if you enjoyed one adventuring galaxy man you should like the other.
