Synopsis:

With a history of leading a motorcycle gang and getting bad grades in school, why would 22 year old Onizuka ever want to become a teacher? Is it to educate young minds or spread the joy of education? Sure, if it involves being able to look up high school girls' skirts! Watch as this would-be educator uses his own life lessons and unconstituted methods as a means to control a delinquent class of students -- students who certainly aren't as happy to have him as a teacher as he is happy to be teaching...

Check out the Live Action Version. Ok, its a cop drama, but if you like dramas, this one is top notch!

GTO is a little likely You're Under Arrest mainly in the character designing, the story in other hand is a little bit different but the sence of comedy still gets close.

Beck

Beck

Koyuki is a downcast fourteen-year-old boy who feels disconnected from life. Socially unpopular and lacking confidence, he takes some solace in his fandom of fluffy J-Pop. However, when he saves a strange dog from a group of cruel young bullies, his life changes forever; for through this encounter he meets a genius guitarist named Ryuunosuke and subsequently is introduced to the world famous rock band Dying Breed. Now, he uses his innate singing talent and beginning guitar skills to join with the indy startup band Beck, learning to live a life unlike anything he has ever known...

Both Beck and GTO are stories of the main character living out their dream, despite first thinking its impossible.

The main characters, Koyuki and Onizuka, can almost be the same person but at different ages.  They both are shy around girls due to their lack of interaction throughout life and are dreamers who will aim high and keep trying to reach their goal.

The two shows share some great rock music and a good comedy meets love story.

Detroit Metal City

Detroit Metal City
  • OVA (12 eps x 13 min)
  • 2008

Negishi Souichi always dreamed of joining a trendy pop band, so that he could perform music like that of his idol, Kahimi Karie. In order to realize his dream, he decided to leave the country side and his loving parents to study in Tokyo. And after graduating, he does manage to join a band... but not the kind he was expecting! As lead singer of the death metal band Detroit Metal City, under the stage name Krauser II, he is made to perform loud songs filled with obscene lyrics - a far cry from the songs he used to write in school. But despite the fact that Negishi hates DMC's music, the Krauser side of him will do anything to put on a good show for his fans... even if it means making Negishi's life a misery!

There are mainly two categories among my favorite comedy series.

The first one is the Fumoffu/School Rumble group, typical (but great) high school comedy.

The second category, only composed by GTO and DMC, distinguishes itself by a more particular sense of humor. They both share awesomely wicked main characters, and also 3 letters title acronyms.

Full Metal Panic!

Full Metal Panic!

Gonzo does it again with this action-packed mecha comedy. She's an ordinary high school girl. He's a counterterror agent assigned to protect her from those who would steal the information locked in her mind. OK, so she's not so normal after all. Armored Slave battles and lovers' spats abound as Sousuke and his comrades try to track down the mysterious Gauln before it's too late.

I think both anime share some of the same humor, and I would also say that that the feeling is werry similar in both the series. I also find a similarity in the main characters. I know it pehaps isn't obvious, but I think it's there, and that you would like the other if you liked one of htem.
