These two might seem funny to pair together, but hear me out. Both series rely on quickly paced, crazy humor. They also have plotlines concerning the romances between the characters...usually played for comedy. (Particularly NDB, which doesn't take hardly anything seriously until it starts heading toward the end.) The animation style for both series are bright and bold (although Fumoffu has its darker moments) and they both have some great parodies of other anime and pop culture.

Both are fairly lacking in storyline and are based around just throwing jokes in everywhere they can. Luckystar has a more everyday feel to it where as FMP:F is a more out there over the top (explosions,etc) anime.

Haré+Guu

Haré and his mother live peacefully in the jungle, until one day the boy is overtaken by a omnipotent shadow. Later, he awakens to find Guu, a strange girl with even stranger abilities - notably, the ability to switch from a cute, lovable Guu, to a menacing delinquent who eats everything. Now Haré must live with Guu, and lead a normal life, despite her oddities.

At the heart of both of these series, they're about a boy and a girl--one of whom that is a fish-out-of-water and causes chaos wherever they go, and the stressed out, hot-tempered "ordinary" person that gets dragged into that chaos kicking and screaming.

There's definitely some differences, of course. Sousuke, poor guy, TRIES to fit in but just can't manage it due to his background, whereas Guu obviously knows exactly what she's doing and is basically a massive troll. Also, Fumoffu is much more focused on the romantic aspects of Sousuke and Kaname's relationship, and Haré+Guu really only brings up the idea of the two mains being paired up to make a joke every now and then. Fumoffu is also a bit more grounded in reality (or at least anime reality) while Haré+Guu is set in a bizarre, cartoony world.

Still, since the key focus of both series is the relationship between the main leads, and their interactions come off as similar, I think, so I'm still fairly confident that if you're a fan of one you'll find the other equally hilarious. Also of note, if you're a fan of Robert in Haré+Guu you'll love Sousuke, and vice-versa.

(As a side note, Fumoffu is technically a sequel to the original Full Metal Panic, which is equal parts romantic comedy and more serious mech action-drama. You can probably still enjoy Fumoffu even if you haven't seen the original FMP!, as its really not too related to the plot of the original, but if you're interested in Fumoffu and the original FMP! also sounds interesting, start with the first season. If you just want the comedy, though, try out Fumoffu.)

These two titles take the serious shows that they are attached to, flip them on their ear and create hillarious parody shows of the sorce material.

Both are even more funny if you had at least seen a few episodes of the respective series first, but you do not necessarily have to. 

So if you enjoyed the short mini storied episodes of one, you might enjoy the other.

while one show derives its comedy from military cliches presented in a day to day setting, the other does so by having an immature god and a mortal constantly fight. They are very different shows in that sense, but they are both quite similar in comedic delivery. Both shows have slapstick that is stupid, but not facepalm worthy like Prison School. They both essentially rely on somewhat stupid comedy that won't offend anyone, but will still get at least a chuckle from most people. All seasons of FMP are funny, but I picked this one since its not tied to the plot and can be watched as a standalone.

If you liked Full Metal Panic? Fumoffu or Grand Blue, then you will like the other one because both share the Gag and Slapstick tags as there main style of comedy. In very different ways, which is mainly due to the premise of each anime, they both deliver some serious laugh-out-loud moments.

The humor in both series is similar. The animation style is similar. I think people would enjoy it both.
