But things change when he meets the beautiful pop idol, Inori, who is on the run from GHQ soldiers. While trying to save her from her captors, he acquires a mysterious power called the Void Gene that allows him to pull items or weapons from anyone under the age of seventeen. Now, Shuu must decide whether to join the efforts of the well-funded radical terrorist group "Funeral Parlor" and fight against the GHQ, or shrug off his newfound power and resume his normal life - assuming that either the GHQ or Funeral Parlor's charismatic leader, Gai, will let him.

Both anime are centered around the evolution of humans, and a queen, who is the first one of a new evolved species.

Elfen and School Shock both haver good doses of gratuitous senseless violence and star powreful modified female characters that have no sense of morality or emotion or every day interactions and behaviors. School Shock is frankly a better premise with better characters despite it's issues as it doesn't start out making the lead look beyond hope of redemption or empathy. There are more than one enhanced humans and some of them end up being antagonists to the lead female character Both lead girl characters have tell tale additions on their heads which also signify they are not normal humans. Cat ears for the elfen and antennae for the School Shock.
Emma, Norman, Ray, and many other "siblings" live at an isolated orphanage cut off from the outside world. The only rule is that they must never venture outside of the gate that isolates them from the rest of society, for dangers await. But one day, the children learn the true horror of what's in store for their short lives...
Both are deep psychological shows with dark themes. Both involve perceived threats to humanity.Although EL has gore and TPN does not, both show the same horrors. ALthough the storylines are different, there are similarities in tone and feel. If you like one you will like the other.

This anime really reminds me of elfen lied. The main character has 2 personality's and both of these animes are really dark
One rainy night after a school festival, a group of students from Kisaragi Academy decide to perform the "Sachiko Ever After" charm, which will unite them forever as friends. Once the ritual is done, a sudden earthquake transports them to Heavenly Host, a torn down elementary school. Unbeknownst to Satoshi and his friends, however, is the horrific past behind it which culminated in its demolition. As they look for each other and try to escape from Heavenly Host, they soon find out their lives are at the mercy of those affected by that same bloodied past.
I would say these animes are quite comparable in the violence and heavy content matter. Both are certainly not for the faint of heart.
