The main similarity between these two series is the cast of characters. The number of characters which have paralells in this series is massive and the interactions are of the similar type of school life short gag type. All main and most supporting characters are female and there are some very slight shoujo-ai influences in both series.
Main difference is that the pacing in Yuru Yuri is somehow slightly higher than Aiura despite the difference in episode length (you'd expect Aiura to be high octane due to the episode lenght, but it's slower).
The series follows two high school girls; Yachiyo Inugami, a dog-like girl who loves cats, and Suzu Nekoyama, a cat-like girl who loves dogs, and the strange relationship their respective habits form.
Both are short series with a similar iyashikei (therapeutic / barely any conflict) and feature a cast of all females doing comedic school things. Additionally, there are some slight hints of shoujo-ai in both, although this aspect is more prominent in Inugami-san to Nekoyama-san.
Main difference is tempo. Inugami-san is much much quicker than Aiura and the characters in Aiura have a bit more personality to them than the Inugami-san characters
