One night he is seen racing down the mountain by Keisuke, one of the best amateur racers in Japan. Quickly overtaken by Takumi, Keisuke vows to challenge the White Hachi Roku and discover the mystery behind its driver's skills.

The Gunma region is being invaded by the fearsome Emperors, a street racing team who drive nothing but powerful Lan-EVOs. With the ambition to conquer the entire region in one month and the most powerful 4-wheel-drive cars at their disposal, Kyoichi and the Emperors have set out to get their long awaited revenge on Takahashi Ryousuke, their archnemesis. Together with the undefeated downhill hero Takumi, Ryousuke is all that stands in the way of Kyoichi and his gang. But winning will be a difficult task -- do the Gunma region's drivers really stand a chance?

After many trials and victories, Takumi has finally claimed the title of Akina’s downhill hero. Now, a genius called Takahashi Ryousuke is forming a team of Gunma’s top street racers. With his talented brother Keisuke already recruited, Ryousuke steps up to Takumi and offers him a spot in this professional racing team. Before giving answer to this proposal, however, Takumi wants to test his skills one more time and see if he is worthy -- and he has his sights set on Sudou Kyoichi, who defeated him once before. Can Takumi pass the final test he has laid out for himself?

Takahashi Ryousuke has always dreamed of becoming a legend amongst street racers, and with the creation of Project D, a team of highly skilled drivers, this dream is finally starting to become a reality. Ryousuke manages the team, the talented Takumi dominates the downhill races with his AE86, and the skilled Keisuke overcomes foes in the uphill races with his FD. Takumi has an innate ability when it comes to driving cars. Though he is not interested in street races, circumstances force him to enter anyways and take on some of the best racers around. As Mt. Akina’s top downhill racer, he defends his home turf with all his pride and takes on numerous skilled challengers and with each battle he grows more fond of racing and develops more of his racing talent. Can Takumi continue winning against these adept drivers with his outmatched and underpowered AE86?

Mako and Sayuki make up the well known street racing team from Usui known as Impact Blue. Mako does the driving and Sayuki tells her what moves to make. After the Myougi Night Kids have been defeated by the powerful Emperors team, consisting of only Lan-EVOs, word spreads fast. Since Myougi and Usui are neighbouring cities, Shingo of the Night Kids, a childhood friend of Sayuki, comes to warn them about the power of these cars. But after just breaking up with her boyfriend, does Mako even want to continue street racing?
